The City Council of Menifee recruits Armando G. Villa to take office as the new City Manager. He is Menifee's sixth City Manager in nine years. He is the first to be hired on a permanent contract since Rob Johnson left.
Armando Villa received a unanimous vote to his new position. His previous development record and work experience favored him as the best candidate who can assist in implementing Menifee City Council and community's vision. Before his appointment, Armando was City Manager of Calexico and had served in this position for more than a year. He has previously served as Assistant County Executive Officer and Planning Director for Imperial County. He is also a former Temecula Community Development Director. With his background experience, Menifee City Council may have bagged in a manager who can position the city for a bright future.
The five-member Menifee City Council unanimously voted and approved the three years contract with Armando Villa, who takes office on December 18, 2017. He was the preferred choice candidate for the City Council among 45 other applicants who showed interest for the position.
His career highlight shows his attractive qualifications to lead the city as a manager. He holds a Bachelor's Degree in Urban and Regional Planning from Cal Poly Pomona. He is also a holder of a Masters Degree in Public Administration from Cal State San Bernardino with an addition Certificate in Economic Development from Fresno State. His previous experience in working with cities gave him an upper hand in the selection process.
Menifee Interim City Manager, Ronald Bradley released a statement detailing Armando’s contract. The contract details revealed that the new City Manager would be entitled to an annual salary of $205,000. He is also eligible for retirement benefits set at 2.7% of the rate of the City's Executive Management Employee. Retirement benefits are available after the age of 55. Armando also received health coverage and a life insurance amounting to $350,000. His temporary housing allowance is $2,000 per month until he relocated to Menifee. The terms of the contract also showed that Armando's performance would be evaluated after every six months.
Armando takes charge as the new manager when the City does not have a Financial Director and a Community Services Director. Once he takes office, his first assignment will be hiring a new Finance Director who will fill the gap that Bruce Foltz left and a new Community Services Director who will fill the gap that Robert Lennox left. Bruce Foltz and Robert Lennox left their positions the same time last September.
